প্রয়োজনীয় শিক্ষাগত এবং অন্যান্য যোগ্যতা:
1. ২য় মেট এফজি সার্টিফিকেট (2nd Mate FG Certificate) অথবা ৬০% নম্বর সহ বি.এসসি. নটিক্যাল সায়েন্স (B.Sc. Nautical Science)।
2. এইচডিসি-এর অন্যান্য অফিসার যারা বি.এসসি (নটিক্যাল সায়েন্স) যোগ্যতা সম্পন্ন, তারাও বিবেচিত হবেন।

৪. যোগ্যতার মানদণ্ড (বয়স)

বয়সের ঊর্ধ্বসীমা: ২৫ বছর।
বয়সের ঊর্ধ্বসীমায় শিথিলতা নিম্নরূপ হবে:
1. অন্যান্য অনগ্রসর শ্রেণী (নন-ক্রিমি লেয়ার): ৩ বছর
2. ভারতের যেকোনো প্রধান বন্দরের বোর্ডের বিদ্যমান কর্মচারী: ৫৫ বছর বয়স পর্যন্ত
দ্রষ্টব্য ১:
- বয়স শিথিলতার জন্য আবেদনকারী প্রার্থীদের প্রয়োজনীয় শংসাপত্রের কপি জমা দিতে হবে এবং নথি যাচাই-বাছাই / ডকুমেন্ট ভেরিফিকেশনের সময় বা নিয়োগ প্রক্রিয়ার যেকোনো পর্যায়ে, যেমনটা HDC, SMPA দ্বারা প্রয়োজন হতে পারে, মূল শংসাপত্রগুলি যাচাইয়ের জন্য উপস্থাপন করতে হবে।
- যদি কোনো SC, ST বা OBC ক্যাটাগরির প্রার্থী UR ক্যাটাগরির অধীনে কোনো পদের জন্য আবেদন করেন, তাহলে সেই প্রার্থী বয়সের শিথিলতার জন্য যোগ্য হবেন না।

৫. নির্বাচন পদ্ধতি

লিখিত পরীক্ষা এবং সাক্ষাৎকারের মাধ্যমে নির্বাচন পদ্ধতি সম্পন্ন হবে। লিখিত পরীক্ষার কাঠামো নিচে দেওয়া হলো:

- সেকশন এ – ০৫টি বর্ণনামূলক প্রশ্ন, প্রতিটি ৪ নম্বর করে: ২০
- সেকশন বি – ৩০টি MCQ প্রশ্ন, প্রতিটি ০১ নম্বর করে: ৩০

সাক্ষাৎকার (Interview): ১০ নম্বর
মোট নম্বর: ১০০
দ্রষ্টব্য ১: লিখিত পরীক্ষার মাধ্যম ইংরেজি / হিন্দি / দ্বিভাষিক হবে।
দ্রষ্টব্য ২: MCQ-এর জন্য ১/৪ নেগেটিভ মার্কিং থাকবে। প্রতিটি ভুল উত্তরের জন্য, সেই প্রশ্নের মোট নম্বরের ১/৪ অংশ কেটে নেওয়া হবে।
দ্রষ্টব্য ৩: HDC, SMPA নির্বাচন পদ্ধতি পরিবর্তন করার অধিকার সংরক্ষণ করে।

৬. কাট-অফ স্কোর

কাট-অফ স্কোর মোট নম্বরের ৫০% হবে।
সংরক্ষিত শ্রেণীর আবেদনকারীদের জন্য, স্ব স্ব সংরক্ষিত পদের বিপরীতে উপযুক্ত শিথিলতা অনুমোদিত হবে।
দ্রষ্টব্য ১: HDC, SMPA প্রয়োজনে কাট-অফ নম্বর পরিবর্তন করার অধিকার সংরক্ষণ করে।
দ্রষ্টব্য ২: HDC, SMPA শর্টলিস্টিং / ইন্টারভিউ-এর জন্য প্রার্থীর সংখ্যা সীমিত করার অধিকার সংরক্ষণ করে।

৭. পারিশ্রমিক

নির্বাচিত প্রার্থীকে প্রায় ১ বছরের জন্য প্রশিক্ষণে রাখা হবে এবং প্রশিক্ষণ চলাকালীন মাসিক ৪০,০০০/- টাকা উপবৃত্তি দেওয়া হবে, কোনো ভাতা ছাড়াই।
নির্বাচিত প্রার্থীরা, প্রশিক্ষণ সম্পন্ন করার পর, প্রয়োজনীয় পরীক্ষায় উত্তীর্ণ হওয়ার পর ৫০,০০০-১,৬০,০০০/- টাকা বেতন স্কেলে নিয়মিত ডক পাইলট হিসাবে নিযুক্ত হবেন।
নির্বাচিত প্রার্থীদের একটি নন-জুডিশিয়াল স্ট্যাম্প পেপারে বন্ড (চুক্তিপত্র) স্বাক্ষর করতে হবে যে তারা প্রশিক্ষণ শেষে কমপক্ষে দুই বছর পোর্টে কাজ করবেন, অন্যথায় প্রার্থীকে HDC, SMPA-কে ৬ মাসের শেষ প্রাপ্ত মোট বেতনের সমপরিমাণ অর্থ, এবং উপযুক্ত কর্তৃপক্ষ দ্বারা নির্ধারিত প্রশিক্ষণের খরচ সহ ফেরত দিতে হবে।

৮. জাতীয়তা

HDC এবং KDS, SMPA-তে নিয়োগের জন্য আবেদনকারী প্রার্থীকে অবশ্যই নিম্নলিখিতগুলির মধ্যে একজন হতে হবে:

(ক) ভারতের নাগরিক, অথবা
(খ) নেপালের নাগরিক, অথবা
(গ) ভুটানের নাগরিক, অথবা
(ঘ) একজন তিব্বতীয় শরণার্থী যিনি স্থায়ীভাবে ভারতে বসবাসের উদ্দেশ্যে ১৯৬২ সালের ১লা জানুয়ারির আগে ভারতে এসেছিলেন, অথবা
(ঙ) ভারতীয় বংশোদ্ভূত একজন ব্যক্তি যিনি পাকিস্তান, বাংলাদেশ, বার্মা, শ্রীলঙ্কা বা পূর্ব আফ্রিকার দেশ কেনিয়া, উগান্ডা, ইউনাইটেড রিপাবলিক অফ তানজানিয়া, জাম্বিয়া, মালাউই, জাইরে, ইথিওপিয়া এবং ভিয়েতনাম থেকে স্থায়ীভাবে ভারতে বসবাসের উদ্দেশ্যে এসেছেন।

Provided that a candidate belonging to category (a) shall produce such proof of his nationality as the Chairman may, from time to time require. Provided further that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

Provided also that a candidate in whose case the proof of nationality or a certificate of eligibility is necessary may be provisionally appointed, pending the production by him of the necessary certificate in his favour from the Central Government, as the case may be. In such cases the provisional appointment shall not exceed a period of one year.

৯. OBC-এর জন্য বিশেষ নির্দেশাবলী

OBC শ্রেণীর প্রার্থীদের দাবির সমর্থনে শুধুমাত্র নিম্নলিখিত কর্তৃপক্ষ কর্তৃক নির্ধারিত ফর্মে জারি করা জাতি/উপজাতি/সম্প্রদায় শংসাপত্রই গ্রহণ করা হবে:

ক. জেলা ম্যাজিস্ট্রেট / অতিরিক্ত জেলা ম্যাজিস্ট্রেট / কালেক্টর / ডেপুটি কমিশনার / ডেপুটি কালেক্টর / প্রথম শ্রেণীর স্টাইপেন্ডিয়ারি ম্যাজিস্ট্রেট / সাব-ডিভিশনাল ম্যাজিস্ট্রেট / তালুকা ম্যাজিস্ট্রেট / এক্সিকিউটিভ ম্যাজিস্ট্রেট / এক্সট্রা অ্যাসিস্ট্যান্ট কমিশনার (প্রথম শ্রেণীর স্টাইপেন্ডিয়ারি ম্যাজিস্ট্রেটের পদের নীচে নয়)।
খ. চিফ প্রেসিডেন্সি ম্যাজিস্ট্রেট / অতিরিক্ত চিফ প্রেসিডেন্সি ম্যাজিস্ট্রেট / প্রেসিডেন্সি ম্যাজিস্ট্রেট।
গ. তহসিলদারের পদের নীচে নয় এমন রাজস্ব কর্মকর্তা।
ঘ. যে অঞ্চলে প্রার্থী এবং/অথবা তার পরিবার সাধারণত বসবাস করেন সেখানকার সাব-ডিভিশনাল অফিসার।

দ্রষ্টব্য:

ক) যে রাজ্য/কেন্দ্রশাসিত অঞ্চল থেকে জাতিগত শংসাপত্র জারি করা হয়েছে, সেই রাজ্য/কেন্দ্রশাসিত অঞ্চলের উপযুক্ত কর্তৃপক্ষ থেকে প্রাপ্ত মূল জাতিগত বৈধতা শংসাপত্র এবং স্ব-প্রত্যয়িত ফটোকপি ডকুমেন্ট ভেরিফিকেশন / ইন্টারভিউর সময় জমা দিতে হবে।
খ) ডকুমেন্ট ভেরিফিকেশন / ইন্টারভিউ ইত্যাদির সময় জমা দেওয়ার জন্য OBC শংসাপত্রের নির্ধারিত বিন্যাসের জন্য পরিশিষ্ট দেখুন।

In case of candidates belonging to OBC category, certificate should specifically contain a clause that the candidate does not belong to creamy layer section excluded from the benefits of reservation for Other Backward Classes in Civil posts & services under Government of India. OBC caste certificate containing the Non-creamy layer clause should be valid as on the date of submitting application, as well as date of Interview and also as on the date of joining upon selection.

Caste Name mentioned in certificate should tally letter by letter with Central Government list / notification.

Candidates belonging to OBC category but coming under creamy layer and / or if their caste does not find place in the Central List are not entitled to OBC reservation. They should indicate their category as General (UR) in the online application form.

All the directives of the Govt. of India regarding caste status (already issued or likely to be issued) shall apply.

১০. ডকুমেন্ট ভেরিফিকেশন ও ইন্টারভিউ

লিখিত পরীক্ষায় শর্টলিস্টেড প্রার্থীদের পরবর্তীতে ডকুমেন্ট ভেরিফিকেশন / ইন্টারভিউর জন্য ডাকা হবে।
স্থান, সময় এবং তারিখ সম্পর্কে শর্টলিস্টেড প্রার্থীদের পৃথক কল লেটারের মাধ্যমে জানানো হবে।
অনুগ্রহ করে মনে রাখবেন যে ডকুমেন্ট ভেরিফিকেশন / ইন্টারভিউর তারিখ/স্থান/সময় ইত্যাদি পরিবর্তনের কোনো অনুরোধ গ্রহণ করা হবে না।
তবে, HDC, SMPA অপ্রত্যাশিত পরিস্থিতিতে তার বিবেচনামতো নির্দিষ্ট তারিখ/স্থান/সময় ইত্যাদিতে সম্পূরক প্রক্রিয়া আয়োজন করার অধিকার সংরক্ষণ করে, যার অগ্রিম তথ্য প্রার্থীদের জানানো হবে।

১১. সাধারণ নির্দেশাবলী

শুধুমাত্র পদের জন্য আবেদন করা এবং লিখিত পরীক্ষায় শর্টলিস্টেড হওয়া এবং/অথবা নিয়োগ প্রক্রিয়ার যেকোনো পর্যায়ে নির্বাচিত হওয়া মানে এই নয় যে প্রার্থীকে পোর্টে চাকরি দেওয়া হবে। যে ক্যাটাগরি / পদের জন্য আবেদন করা হয়েছে তা ছাড়া অন্য কোনো ক্যাটাগরি / পদে আবেদন বিবেচনা করার কোনো অনুরোধ গ্রহণ করা হবে না।
Instances of providing incorrect information and/or process violation by a candidate detected at any stage of the selection process will lead to disqualification of the candidate from the selection process and he/she will not be allowed to appear in Haldia Dock Complex (HDC), SMPA recruitment process in the future. If such instances go undetected during the current selection process but are detected subsequently, such disqualification will take place with retrospective affect.
While applying for the post, the applicant should ensure that he/she fulfils the eligibility and other criteria mentioned above as on the specified dates and that the particulars furnished by him/her are correct in all respects. In case it is detected at any stage of recruitment that a candidate does not fulfill the eligibility criteria and/or that he/she has furnished any incorrect/false information or has suppressed any material facts, his/her candidature will stand cancelled. If any of these shortcomings is/are detected even after appointment, his/her services are liable to be terminated.
Documents relating to Age/Qualification/Category etc. will have to be submitted at the time of verification. Caste certificate accompanied with caste validity certificate must be submitted by candidates seeking reservation as OBC in the prescribed proforma from the competent authority indicating clearly the candidate’s caste, the Act/Order under which the caste is recognised as OBC and the village/town the candidate is originally a resident of.
At any stage if falsification of caste certificate is noticed, the candidature will stand cancelled automatically.
Candidates serving in Government / Quasi Government Offices, Public Sector undertakings will be required to submit “No Objection Certificate‟ from their employer at the time of Verification/certificate scrutiny, failing which their candidature may not be considered. Candidates who are selected are required to submit unconditional discharge letter / relieving letter from their employer (Govt/Public sector / Private) at the time of joining Haldia Dock Complex (HDC), SMPA, WITHOUT WHICH THEY WILL NOT BE ALLOWED TO JOIN.
The candidates will have to appear for the written test at their own cost.
Appointment of selected candidates is subject to their being found medically fit as per the requirements of the SMPA. Such appointment will also be subject to the service and conduct rules of the Syama Prasad Mookerjee Port, Kolkata.
Decisions of the SMPA in all matters regarding eligibility, conduct of examination, other tests and selection would be final and binding on all candidates. No representation or correspondence will be entertained by the SMPA in this regard.
Any legal proceedings in respect of any matter of claim or dispute arising out of this advertisement and/ or an application in responses thereto can be instituted only in High Court (Kolkata)/ Tribunals/Forums at Kolkata only shall have sole and exclusive jurisdiction to try any cause/dispute.
Selected candidates will be governed by the terms and conditions of the Service Regulations of the Syama Prasad Mookerjee Port, Kolkata in force.
Use of Mobile Phones, calculator or any such electronic devices is strictly prohibited inside the examination hall. Candidates, before entering examination premises, are likely to be frisked to ensure compliance. Mobile phones or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail cancellation of candidature and disciplinary action including ban from future examinations. Candidates are advised in their own interest not to bring any of the banned item including mobile phones to the venue of the examination, as no arrangement for safekeeping will be available.
The Syama Prasad Mookerjee Port, Kolkata reserves the right to cancel the above Recruitment Exercise at any stage of the process without assigning any reason thereof.

১২. আবেদন প্রক্রিয়া

Mere fulfilment of the eligibility criteria will not confer any right upon the candidate for selection. Incomplete applications, or applications received after the last date, may not be entertained.

CANVASSING IN ANY FORM WILL BE A DISQUALIFICATION.
